As of 2009 there are seven licensed horse tracks and three licensed dog tracks in Texas, and over 100 nationwide. Two of the horse tracks, Saddle Back Park near Amarillo, and Austin Jockey Club in Travis County are not yet operational. The Texas Racing Commission has regulated Texas horse and dog tracks since 1987. It consists of six members representing veterinarians, greyhound and horse racing specialists, appointed by the governor. Two ex officio members, the Chair of the Public Safety Commission and the Comptroller of Public Accounts, also sit on the commission.
The commission is charged with encouraging horse-breeding and greyhound-breeding industries in Texas; awarding licenses for pari-mutuel racetracks; providing strict regulation and control of horse and greyhound racing; supervising each race meeting conducted in Texas; and adjudicating disciplinary matters arising from the enforcement of laws associated with racing and pari-mutuel betting.
